From June 11 to 18, the state has opened a support measure for the first time to develop under-ice fishing, allocating €500,000 to improve the safety and efficiency of professional fishermen. This blog post explains who is eligible and how to apply.
For the first time, this support is specifically aimed at small-scale coastal fishermen who engage in under-ice fishing on foot. Investments that improve work safety are eligible—ice drills, saws, transport vehicles like snowmobiles, ATVs, and trailers. Also eligible are tools that assist in setting and retrieving fishing gear: underwater robots, winches, generators, navigation equipment, and tools that help maintain fish quality. Applications can be submitted in the e-PRIA system until June 18, and decisions will be made within 30 working days.
Oleg Epner, Head of PRIA’s Support Measures Department, has previously pointed out that the average age of old fishing vessels in Estonia is 26 years and that modernizing them brings both cost-efficiency and reliability. In his words: “Replacing a fishing vessel's engine is not just an expense but an investment in the future. Newer engines are more economical and reliable... That means lower fuel consumption, fewer repair costs, and a longer service life.” While this comment relates to a different support measure, it illustrates well why investments in the fishing sector matter—they create safer and more sustainable working environments.
Who can apply: Professional fishermen (small-scale coastal fishing vessels) with a valid fishing license or fishing vessel license. Entrepreneurs who meet the financial and operational requirements (e.g., the first-sale value of fish in the previous calendar year must be at least €4149.60).
Support amounts: A total of €500,000 has been allocated, 70% of which comes from the European Maritime, Fisheries and Aquaculture Fund and 30% from the state budget. Covers up to 70% of eligible costs (investment-related only). Eligible costs: equipment and transport vehicles, navigation, safety and occupational health tools. Ineligible costs: fuel, spare parts, leasing, cash payments, and purchase of fishing gear.
Why it matters: The under-ice fishing season is short and conditions are harsh—the support helps improve work environments and stabilize income. Investing in modern equipment makes work safer and fishing practices more environmentally sustainable. Year by year, fish stock management is becoming more conscious, and support measures help promote sustainable fisheries.
