Pillar III: Fostering citizen engagement for more responsible and democratic R&I

Eligible costs include those aligned with the lump sum model of Horizon Europe and should be detailed in the application budget, following the decision of 7 July 2021 on lump sum contributions.

Award criteria, scoring, and thresholds as detailed in Annex D of the Work Programme General Annexes. Grants are awarded not only in order of ranking, but also ensure a balanced portfolio covering different ERA policy areas and highest ranked proposals within each area.

No specific sector-based exclusions are outlined; eligibility is determined by compliance with the consortium requirement and legal entity rules.

Interim and final reports required: Standard reporting obligations for Horizon Europe grants, including demonstrating achievement of project objectives, wide stakeholder reach, and effective citizen engagement.

Proposal submission via the Funding & Tenders Portal using the online application system, following single-stage evaluation.
