Knowledge for Action in Prevention and Preparedness (KAPP)

Actions for increasing disaster risk awareness and preparedness of the population, including public education activities and communication tools.

Adaptation of early warning protocols for emergency responders and the general public.

Development and strengthening of public warning and alert systems.

Capacity building activities, including joint training, knowledge sharing, and skills development.

Integration of new technologies such as Artificial Intelligence or Machine Learning in disaster risk management.

Transfer of knowledge, methodologies for skill and knowledge transfer, and integration of science and innovation into the work of civil protection and disaster risk management authorities.

Relevance to the objectives and priorities of the call (disaster prevention, preparedness, risk awareness, early warning systems, and capacity building).

Quality of the proposed methods and activities, including cross-border and multi-country cooperation.

Impact and sustainability of proposed measures for disaster risk management and cooperation enhancement.

Capacity and expertise of the applicants and partners.

Feasibility, including management structure and risk assessment.

Coherence with Union disaster resilience goals, Preparedness Union Strategy, and UCPM objectives.

Projects outside the scope of disaster prevention, risk awareness, preparedness, early warning, and institutional capacity building as outlined in the grant priorities.

Specific reporting requirements will be outlined in the Model Grant Agreement and may include interim and final technical and financial reports as stipulated by the funding authority.

Submit proposals via the online Submission System by the specified deadline.

Proposals will be evaluated according to the processes described in sections 8 and 9 of the call document, including award criteria, scoring, and thresholds.

Successful applicants will enter into a grant agreement following the completion of the evaluation process.

Detailed budget table in accordance with UCPM requirements.

Letter of support (if applicable).

Demonstration of financial and operational capacity.

Description of proposed activities and their alignment with the grant priorities.
